You are correct there. She is a bit faster but she also has a slightly bigger range, so the Basilan will run out of fuel before the Yukino does.
But will you stay on the battlefield, knowing that your position will have been reported to the Carrier Strike Force?

So Yukino's two knot speed advantage might disappear in heavy seas. Taking waves over the bow will certainly impede Yukino's escape. In bad weather, better hope friends are close!

Neither the Carrier Strike Force nor the 14 inch guns will be far away.
If Basilan decides to chase the Yukino, she'll end up being chased away by Nagato and Mutsu or Fuso and Yamashiro.
If Basilan decides to hold position, she'll end up being chased away by the planes of the Shoho or the Zuiho.

Well, if you guys want it that badly: a knot slower, 0.5 inch more belt as well as an increased quality as seaboat.
