Anglo-Irish Treaty of 1937

Article I - Statement of Purpose.
1. The United Kingdom of Great Britain and the Republic of Ireland, seeking mutual peace and harmony between their nations, transact this agreement in mutual free will.

Article II - Settlement of Territorial Disputes.
1. Agreements on Northern Ireland
----- 1. The Republic of Ireland agrees not to seek territorial changes in the region consisting of County Antrim, County Armagh, County Down, County Fermanagh, County Londonderry, and County Tyrone. This region shall be called hereafter "Northern Ireland". The Republic of Ireland recognizes that any change to the governmental status of Northern Ireland must only come by a majority vote of the citizens of Northern Ireland.
----- 2. The United Kingdom shall repeal the Government of Ireland Act of 1920, and establish a devolved Northern Ireland Assembly for the legislative government of Northern Ireland.
----- 3. An intergovernmental Anglo-Irish Council shall be formed by the respective governments to bring about cooperation on policies and programmes of mutual interest to Northern Ireland, Great Britain, and the Republic of Ireland.
----- 4. The United Kingdom shall establish a Special Investigation and Advisory Commission for Northern Ireland Legal Rights to address issues of mutual importance.
----- 5. The high contracting parties agree to regular consultations to refine the previous mentioned agreements to ensure more easy relations between them; these consultations must not stray from the spirit of the aforementioned agreements.

2. Agreements on the Treaty Ports
----- 1. The United Kingdom agrees to turn over the ports of Lough Swilly, Berehaven, and Queenstown, known as the Treaty Ports, and all facilities therein, to the Republic of Ireland, on March 31st, 1937.
----- 2. The Republic of Ireland shall maintain constant upkeep of the naval bases located in the Treaty Ports, and shall provide the British Royal Navy, British Royal Air Force, and Fleet Air Arm open access to these facilities for a period of ninety-nine (99) years. No provision is made herein for the basing of land forces, unless initiated at the request of the government of the Republic of Ireland.

Article III - Economic Statements
1. The Republic of Ireland agrees to pay ten million pounds to the government of Great Britain as final payment to settle extant land annuity claims.
2. The United Kingdom and the Republic of Ireland agree to repeal the major trade tariffs between them.

Article IV - Security Agreements
1. The Republic of Ireland and the United Kingdom agree to settle any future disputes through peaceful methods and agree not to join or support any party or alliance aimed at the other.
2. If the United Kingdom should become engaged in hostilities against any foreign power threatening the British Isles, the Republic of Ireland, upon being informed, will undertake aerial and naval campaigns necessary for the mutual security of British, Irish, and neutral shipping within a zone extending five hundred miles from the coast of the isle of Ireland [1], including but not limited to action against warships and aircraft of the enemy forces. [1] I.E., including Northern Ireland.
3. The Republic of Ireland and the United Kingdom agree to share all relevant information on mutual threats and matters of security interest.
