Scrap => IP?

Folks,

Is there any particular reason we would not allow scrap to be recovered in the form of IP, rather than warship material? I'm thinking 1000 t = 0.1 IP, consistent with the output of a non-dedicated factory.

If one is worried about the finer points, assume the scrap is recovered, then sold to commercial interests in return for the IP...

I wouldn't have a problem with it. I've never had to consider that since when I've scrapped ships I have something under construction or refit to sink it into but I see no reason why it couldn't.

I can't think of any loophole personally. 1000 tons of materials equals 0.1 IP's. Perhaps Walter can think of a loophole?
