Generally, the new-production units have been paid for just like ships, with the costs calculated by using SS to generate the weight for the gun mounting. Mounts that use weapons that have been removed from older ships, those are assumed to be paid for from other funds (they're just concrete and labor, mostly, after all).

A lot of my coastal guns are from scrapped ships or, recently, from disbanded Army units.
