The corvettes Piscobamba and Yanahuanca were laid down today in the Callao shipyards of Servicios Industriales de la Marina. They are the final pair of such vessels on order for the Armada.

Representatives of the trade unions of the Servicios Industriales de la Marina have expressed concern at the likely fall off of works in the yards. While those vessels presently under construction at the Callao yard will continue for most of this year - indeed, two new corvettes have just been laid down – the order book for the Mollendo-Matarani yard in southern Peru will close next month with the completion of two tugs and two small civil support ships. Presentations have been made to the Government to continue expansion of the Armada in order to stave off redundancies and avoid industrial action.

Consul Joaquim Nabuco made another entry in his day book, recording his impressions of the changes occurring in the Peruvian portion of the Tres Fronteras region. Though operational only since Christmas the floating dry dock had already seen two river steamers undergo repairs and quickly returned to service, much to the delight of commercial interests in Iquitos. He had heard reports that the airfield that served the city was to be expanded and an all-weather runway constructed – the amount of additional air traffic generated by the Peruvian military and commercial operators demanded it. The activities of the Peruvians’ social action platforms in bringing medical and educational services to remote jungle communities were drawing favorable comments from the local business communities, as improved communications often led to greater demands for good and services.

Ministro de Asuntos Interiores y Policia Alejandro Villalobos Carranza announced that two Henschel Hs132 multi-role support aircraft will be supplied via the Deutscher Entwicklungsdienst to support the National Police operating in the Upper Amazon.

A delegation of members of Congress from Islay Province met yesterday with Minister of Employment and Social Security Zapata to impress upon him their concerns regarding the run-down in activity at the Mollendo-Matarani shipyard of the Servicios Industriales de la Marina. In a statement following the meeting Senor Zapata indicated that he would carry the members’ concerns to the Cabinet where he would support additional naval construction to maintain employment in the region.

The motor vessel Oriana, the first of three vessels on order for the Compania Nacional de Naviera Amazonica Peruana, was launched today at the Higgins Industries Industrial Canal shipyard. She is expected to be completed by Easter, and will be followed soon by her sisters.

The civilian support ships Caloyeras and Noguera were completed yesterday at the Mollendo-Matarani yard of the Servicios Industriales de la Marina. Designed to render swift assistance to coastal communities struck by disaster these vessels are expected to enter service later this spring upon completion of their builders’ trials and operational training.

The naval shipyards at Mollendo-Matarani are due to complete the small harbor tugs Selendon and Medina today, which will leave the yard with an empty order book. This has only increased the concern of the trade unions that the lack of work will lead to redundancies among the yard’s work force. Calls have been made for new naval contracts to be raised in order keep the yard open, including representations by members of Congress. Thus far the Government has not acceded to these demands.

Minister of Transport and Communications Víctor Haya de la Torre today formally dedicated the tower and terminal complex of the Andahuaylas Airport, located near the city of the same name, in Apurímac Province. Aeroperu will operate direct services to Andahuaylas on a twice a week basis. The improved communications are expected to stimulate commerce in the region.

The Empresa Nacional de Ferrocarriles del Perú has placed an order with the Yugoslav Zagreb Railway Rolling Stock Factory for the supply of four hundred 20-ton all steel railway goods wagons, the order to be completed by the end of the year. This is seen as a part of the upgrading of the Ferrocarriles del Perú railway equipment and expansion.

The radio played a popular dance tune, and the sound drifted into Consul Joaquim Nabuco’s office, causing him to pause and reflect on yet another change to the Tres Fronteras. After mighty efforts the Peruvians had finally completed the skeletal towers that brought the Radio Nacional del Perú to the upper Amazon. Now news flowed instantly from Lima into any household who owned one of the simple radio sets now available in the markets. Oh certainly there were many who could not afford such a luxury, but café owners were quick to add them as a lure for additional customers.

In addition to official news, and propaganda, as he admitted to himself, the station broadcast cultural material in its Literary Hour, basic developmental material in its Home Hour, and music in its Amateur Hour, which was now coming to a close. The Peruvian station, whose broadcast region covered the entire Tres Fronteras had added a local ‘Brazilian Hour’, serving up programing Portuguese and aimed at his fellow countrymen across the border. Nabuco listened intently to ascertain what Lima wanted them to hear, occasionally jotting notes in his day book

The Ministry of Defense has confirmed that it has entered into negotiations with the Danish Government to acquire thirty-one additional refurbished examples of the DAF Eagle IV twin-engine light bomber aircraft from Royal Danish Air Force stocks, together with stocks of spare engines and other components. This comes against a backdrop of concerns raised to the Ministry by the Air Staff regarding the readiness of the Peruvian Air Force – much of its elderly force of European designs is suffering spare shortages, particularly the ENA Canastero reconnaissance bomber – fifteen year old Bristol Beauforts that have already rebuilt once. Replacements for the Caproni Ariete – formerly operated by the Armada del Peru and the Fiat CR.36 are also being sought, though financial constraints suggest that they will remain in service for the present at least.

If Peru is looking for cheap aircraft, Belgium has perhaps the third largest fleet of Arietes in the world and could provide more airframes fairly cheaply.

Bowing to pressures from members of Congress to provide continuing work for the Mollendo-Matarani naval shipyards the Ministry of Defense has announced that it will raise contracts for one major warship and two tugs to be constructed in that yard in the next months. Exact details have not yet been released but the work should be sufficient to keep the yard open and its workforce profitably engaged.

Our European correspondent reports that the Belgian firm Sociétés Anonyme Belge de Constructions Aéronautiques with undertake the refurbishment of forty Caproni Ariete Serie III fighters on behalf of the Fuerza Aérea del Perú. This deal comes hard upon the recent agreement with the Danish Government for refurbished examples of the DAF Eagle IV twin-engine light bomber.

Consul Joaquim Nabuco returned to his office at the consulate from his morning rounds about the city. There was much to record in his day book – eventually some of his notes would make their way into his formal reports to the Ministry. The most prominent item was the debut of Iquitos’s own daily newspaper, El Diario Correo, which had premiered that morning. Nabuco had managed to secure a copy before the initial print run had sold out. It contained nothing earth-shattering, but the fact that Iquitos could now support its own newspaper was further sign of the city’s maturing economy.

Of greater concern perhaps was the matter of the steamer Curitiba, one of his country’s vessels that regularly plied the river. Rather than having her descend the river to her home port of Manaus her owners had made arrangements to have her repaired and refitted in the new floating drydock operated by the Peruvian Navy. There was not prohibition against it, and the Peruvians were happy to be paid for the work, but the consul was unhappy that her owners would prefer give the work to foreigners. Nabuco took it as a sign of the times.

The number of Peruvian-flag vessels on the river was another sign of its commitment to the development of the region. The fast motor launches of the Peruvian Marines were nearly ubiquitous, carrying out their own maneuvers as well as assisting the Peruvian Army’s rural settlement units. According to all that he had learned, no fewer that twelve such teams had established new settlements across the province, each providing the setting for schools, clinics, and, where the terrain was suitable, plantations for cash crops that contributed to the economic development of the local population. He had reported to Brasilia many times of the activities of the Peruvian social action platforms, which operated on the rivers to complement the Army’s settlement units.

From the scene of border conflicts between Peru and its neighbors the Tres Fronteras now seemed to be a showcase for Peru to demonstrate its willingness to prove itself a good neighbor, and in this regard it was putting his own government to shame, to say nothing of the Colombians.

OOC - once again, just because we're not posting a lot of details about the Brazilian side of the border does not mean they are inactive. They are still pouring a massive amount of funding into the region - equivalent to Peru in the immediate region, and several times larger when spread across the whole of the Amazonas Basin... ;)

The destroyer tender Carrasco has completed its operational training and has been assigned to the nascent Chimbote naval base, where it will support the corvettes of the Primera Escuadrilla de Escoltas.

The Compania Nacional de Naviera Amazonica Peruana has reached an agreement to purchase from the Forenede Dampskibselskab of Copenhagen two motor freighters. The Aalborghus (2,100 grt/1936) and the Koldinghus (2,100 grt/1937) were formerly employed on routes to the Mediterranean. The new acquisitions are to be renamed Mollendo and Chimbote respectively, and are expected to open a new service from Lima to the Amazon Basin via the Panama Canal.
