Laws of War?

Hmmmm. Would the League of Nations, or another forum, be the correct place to submit a suggestion to update or change the laws of war? Germany has a suggestion in mind, but I'm not quite certain where I should bring it up.....

I'd suggest presenting it as a news article discussing Germany making a presentation to the League, with the full text of the proposal following the item. We can then discuss.

I'm not sure we need a separate forum for multilateral discussions, but it is an option.
