Impressive belt

You'd think a 250mm torpedo bulkhead would be good for more than 7.4 torpedos.

Okay. What's the point of effectively 500mm of horizontal protection and a 65mm deck? And its not like you don't have the hull strength for more deck protection. A bit more on the turret face and barbette would be another good use of that extra .09 hull strength.

And if you're going to put Romania to the expense of increasing their biggest drydock from Class 2 to Class 3, I'd get more than an additional 5 meters of length out of it.

The torpedo bulkhead is ludicrously thick for the amount of protection you're getting. I'd trade most of it for more guns to increase the chance of getting a hit against a maneuvering target at range.

There's still almost as much tonnage tied up in the torpedo belt as in the main belt, and still only 4 main guns. I'd suggest trimming the torpedo belt to 50mm or so, and using the tonnae freed up for more main guns, even if you have to go smaller.

I'm curious as to the role she expects to play in her lifetime. What's the opposing force? Is she meant for coastal bombardment and to be mine-resistant, or coastal raids across the Black Sea, cruiser hunting or line of battle?

She lacks the speed to hunt cruisers. She's faster than the old Turk BBs, but those may be gone by time she's complete. The Osmandiah and the one building in India are likely about the same speed, and would likely win any battle.
Russia's Black Sea fleet is in Brest, so that's not a factor.

Faster, more & smaller guns, thinner TDS, in my opinion. Or even slower with more guns, armor and thinner TDS.

I've moved it back to the Black Sea, because it's time to either rebuild it, or scrap it.

Given the size of the latest design, why not go with another one of the Ansaldos? Or some light cruisers?

fairly spot on, The Older BB's in the Turkish fleet will either be scrapped or relegated to training in the black sea so they shouldn't be the benchmark.

The Osmaniehs have double the number of main guns and a comparable speed so despite the slightly smaller caliber they would most likely win any battle with this design, except if Osmanieh retains her torpedo's and attempts to fire a few at Bucarest.

Even so a 3" bulkhead would still be very respectable. A 5.12" bulkhead behind 3' buldges would be overkill.
The tonnage would be better spent towards a 3rd 15" twin turret or additional speed.

I like the secondary and AA layout though, a unique caliber for the secondary's in a similar layout to the historical Veneto's.

I'd like to see a 25,000 ton bigger brother to this design with more guns.

Commander de la Croix of the Filipino Naval Design Staff takes a look at the design and shakes his head. Too heavy a torpedo bulkhead, too few main guns. He picks up his drawing tools and produces this alternative:
