That depends, is she equiped as per the Persian encyclopedia? If so I think shes just fine as is, perhaps sprinkle a few more light AA on her.

If shes not as per the encyclopedia what is her current state?

*looks at Siam entry*

I'd leave her, she's quite capable as is, not worth any alterations to her armour. My opinion is ships of her size, type and era make a good down grade to heavy cruisers, ala Ulic Ali Reis but if Persia needs the heavier guns that's out of the question.

I have to agree that is fine right now, maybe more AA armament perhaps.
