Question about Remote Control Targets

I have a question.
What level of refit should be given to a vessel to convert it into a remotely-controlled target vessel?

I envision two types, a larger ship that might have modified armour (so armour rules would apply I guess) that would be re-used and the other being an expendable target (e.g. an old destroyer).
