That's exactly my point - it doesn't appear to exist, and certainly doesn't drive the various national policies like it did in real life.

And that's fine if it does; it's an alternate history, after all. I am just curious as to the point of departure - after all, the Asians in OTL never managed to cooperate, even though their list of grievances against the West was an order of magnitude longer than in WW.
