Have you noticed that big chunk of water south off the Bactrian coast? Unless the SAE sells us some nice B-14´s we cant reach it with land based aircraft

Not really cost that I have an issue with. If Persia refits the Columbo into a carrier, I don't think it will have any tactical or strategic use during wartime, unless used as part of a fleet in being.
A Persian carrier would have to operate as an integrated part of an Indian squadron - IMHO, the most likely scenario. Operating her alone, Persia will have to divert a considerable portion of their fleet to escort this ship, or risk losing her. That draws away those forces from protecting the Persian coast.

What foe could Persia stand a chance of beating in the Arabian Sea? Any foe capable of entering the Arabian would be capable of entering the Gulf as well. Why are you preparing to fight a war in the Arabian Sea, away from land-based airpower and your MTBs and mines? A Persian carrier trying to operate along the coast is superfluous; a Persian carrier trying to operate in the Arabian Sea lacks a mission.
