The government announced today the completion of the coast artillery installations begun late in 1929, at Khor Angar, Djibuti and Tangier, Morroco. Each installation consists of 6 Obukhoff 420mm/53 guns in single turrets, 4 Schneider 240mm/50 guns in single turrets, 32 120mm DP guns in twin turrets, and 40 40mm AA guns in twin mounts. Significant landward defenses were developed at these locations as well. The enclosed turrets are uniquely adapted to their environment with a tile covering and a ventilation system drawing air through underground tunnels to cool it. Further cooling can be accomplished in the system's air filtration rooms. This construction was undertaken to ensure the security of French African colonies and to secure French influence in these vital regions.

Its not directed at them. If it was, Gibralter would be within the arcs.
However, both projects were started when the Italy-British tie was announced.
Gib is British Territory
Ceuta on the other side is Iberian.
