It seems to be a very ambitious amount of stuff being put in that hull - Oyodo had fewer seaplanes and a similar armament on 33% more tonnage.
Speaking of the Oyodo...
I used Oyodo's data for this 1932 version of the ship. For a few moments I was thinking of adding torpedoes, like the HMAS Freemantle, but when looking at the picture, I wasn't too sure that adding torpedo launchers would work. Maybe with a deck over the launchers like some of the IJN Heavy Cruisers but in the end I decided to stick fairly close to the original data.
