Eventually yes, Atlantis lacks sloops and will be looking to expand its mine sweeper fleet as well.

Its mainly an effort to allow several ports to build different size ships. Cleito for example has the ability to build several large ships but not many smaler ones.

Orriginally I didn't either, but apparently our ports already existing at the start of the SIM are unlimited.

1.2.2 Infrastructure - Ports

A free port, with no size limitation , is assumed to exist at any existing coastal city in your possession; consequently, slips and dry-docks may be spread amongst as many coastal cities as the owner desires. If a “real-life” non-coastal city is to be the site of a port, the player must demonstrate through actual documentation that any ship built there can travel by river between the city and open water. Common sense says that a fictional city on a fictional land mass will automatically meet this condition.

Ports Unlimited

The way I see it is, you can build slips and drydocks at any coastal city/town/village in your possession, without having to spend the 3+ IP to build a port.

But if you want to build a remote base - say, the Philippines wishes to build a drydock at Itu Aba in the Spratly Islands - you have to pay the piper first.


If, however, you just wish to set up a coaling/fueling station, with no docks or slips, the way I see it is it doesn't cost you any IPs.

I set up French and Russian infrastructure on this basis, while paying for the port at the Kergulen Islands and at Petropavlovsk in Kamchatka. And if I had a spell of temporary insanity and wanted to build docks at Big Diomede Island, I'd have to pay 3 points for the port.

So if I wanted to build slips at Puerto Montt or Puerto Aras (or some such place in Chile) I could do so without paying for the port, but would have to pay for the slip or dock. (A city with the name Puerto or Port "something" I would guess has a port of some kind there already, but it is likely civilian).

But if I wanted to build a port on Easter Island I'd have to pay for the port.
