This is a rather different kettle of fish.
Her speed is closer to modern designs (though a knot or two more would be nice) and the armament layout not unreasonable and following in French tradition. The secondary batteries are good as well as the AA outfit. There is enough miscellaneous weight to cover a reasonable outfit of radar and fire control directors.
I could see this design as the core of a battle group; by saving tonnage compared with a Sachsen or an Admiral a nation might be able to afford the aircraft carriers to complement a Valmy or two.

I do not see a great deal of value to such a design in an environment where airpower plays a major role - one that is ever-increasing.
Such a unit cannot maneuver in the face of a modern fleet with higher speeds; while its guns can support lighter units, confronted by modern battleships it cannot out run them nor out-fight them.
If distant stations require defense, light forces backed by submarines, minefields and air power should be capable of deterring the raider; if a foe chose to make a major effort only a comparable task force can defend against it.
My two dinar.
