I'd say it meets most if not all of my major design criteria. The one thing which I wouldn't do is make a split battery of 6" and 5" DP; but that's not a design-killing issue, more a personal taste thing.
Oh, and your 47mm mounts are breech-loaders, I suspect that's wrong.

I've thought about it and it just doesn't feel right with just 5" guns. It would be either undergunned, or have a ridiculous AA armament.
Also half the 6" inchers are in DP mounts and the 5"s are in AA mounts. Have to fix that, and possibly add another pair of 5" turrets.
