This heavy cruiser/light battleship was a design put forward by the German military mission in 1932 as part of the proposed expansion of the Peruvian Navy during 1933 and 1934. The design, while indeed very powerful, was rejected due to some circles in the Ministry of the Navy were keen to purchase used capital ships as a way to increase the size of the fleet in short order. The purchases of the heavy cruiser Callao and the two South African dreadnaughts being the examples of that policy of the Naval Ministry during 1933 and 1934.
