INTRODUCTION
In the interest of friendly neighbourly relations and regional economic development, the signatory states has agreed on a series of measures as follows.
PART 1 – TRADE
§1 The United Kingdom of the Netherlands and the South African Empire will politically and economically promote the forming of joint ventures by dutch and south african companies in the following areas:
- marketing south african raw materials and products via the dutch worldwide trade network built and maintained since the 16th century.
- marketing dutch products in the South African Empire.
- exploiting the natural resources in the Katanga province of Dutch Congo.
§2 The United Kingdom of the Netherlands and the South African Empire will abolish all customs duties along the borders between Dutch Congo and the South African Empire.
§3 The United Kingdom of the Netherlands agrees to guarantee large regular deliveries of oil to the South African Empire at discount prices.
§4 The South African Empire agrees to guarantee large regular deliveries of iron to the United Kingdom of the Netherlands at discount prices.
§5 The United Kingdom of the Netherlands agrees to the sale of an undisclosed number of Fokker military aircrafts to the South African Army and the South African Navy.
PART 2 – INFRASTRUCTURE
§6 The United Kingdom of the Netherlands and the South African Empire will form a joint venture to build the Transafrican Railway stretching from Cape Town through Port Elizabeth-Bloemfontein-Welkom-Vereeniging-Johannesburg-Pretoria-Bulawayo-Lusaka-Elisabethville (Lubumbashi)-Likasi-Luluabourg (Kananga)-Kikwit-Léopoldville (Kinshasa)-Brazzaville-Boaué-Yaounde to Douala with sidelines Léopoldville-Boma; Boaué-Libreville; East London-Port Elizabeth; Durban-Pietermaritzburg-Johannesburg; Maputo-Pretoria; Beira-Salisbury-Lusaka; Mocambique-Nampula-Blanty-Salisbury; Daressalam-Iringa-Mbeya-Likasi.
The gauge will be 3’6” (1067mm), and the Transafrican Railway will be connected to and operated in cooperation with the South African Railways and the Nederlandse Kongo Spoorwegen.
§7 The United Kingdom of the Netherlands, the South African Empire and the private company N.V. Nederlandsche Vliegtuigenfabriek Fokker will form a joint venture to build an aircraft factory in Johannesburg, South Africa, where Fokker aircrafts will be built under a licence agreement.
§8 The United Kingdom of the Netherlands agrees to allow the South African Empire a share in the dutch transoceanic postal service, in order to secure the delivery of post between South Africa and Europe. Furthermore the United Kingdom of the Netherlands and the South African Empire agree to study the possibilities of a joint aereal postal service.
§9 The United Kingdom of the Netherlands and the South African Empire agree to provide facilities for refueling, repairing and the maintenance of the other nation’s ships.
PART 3 – NON-COMMERCIAL SERVICES
§10 The United Kingdom of the Netherlands and the South African Empire agree to protect civilian shipping of the other nation in international waters adjacent to their own territorial waters.
§11 The United Kingdom of the Netherlands and the South African Empire agree to guarantee citizens of the other nation medical treatment in case of need.
§12 The United Kingdom of the Netherlands and the South African Empire will initiate a program of student exchange between universities in both countries.
