News Romania Q1,1931

IC:
"The destroyers are aproching competion.Soon the navy will take them for sea trails"
"Well as it is it looks like we will have not much to do"
"What about the heavy cruisers and the battleship?"
"That is on things to do list and I dont thing it will happend any time soon"
"Well we propably have too upgrade the destroyers currently in service the sinking of Kosturica have show that some ship currently in service have serious structual integrity problems"
"Well, more likly there will just be craped instead of strangtening the hull"

OOC:
Well how do one stanghten the hull on an egsisting springsharps?
Puting new engines on them will give the wanted result.
Or just change the datafile that the engines will be form 1922 as oposed to engine from 1931.

Any way scraping is more promising option as it will give scrap material and rebuild will propably fall under major refit category.
