Why two almost identical tanks?
The Teng Meng TM38M is faster. That being said they are otherwise identical, but then again so were the 35(t) and 38(t) more so with the latter pairs speed.
The Chinese designers do not know yet exactly what is the right way to design an effective tank. So that's why they developed these two, almost identical tanks.
The two tanks have, except for the differences in speed, even a different chain drive.

Well Gothia Works should able to help you out with the TM38M (Veles being based on the 38(t)/(d) chassis)
That is one reason, why China wanted to have the branch of the Gothia Works Inc. in Shanghai.
