Minor Latvian Air Force Adjustment

When I first set up the Latvian airforce, I had them locally building the Sieremdres Strike Fighters, a not so advanced aircraft relatively, compared to other nations aircraft. However, I have recently realized that there is no way that Latvia could realistically produce these. I'd like to adjust this, so that the backstory is that these were kit-built by Aero, in Checkloslovakia, and assembled in Latvia. Would there be a problem with this?

Technically speaking, yes.

Prior to being relieved of the restrictions of the Treaty of Trianon, Hungary was not supposed to have an air force, and certainly should not be exporting military aircraft. I do recall references to a "well-equipped" Royal Hungarian Flying Club patronized some foreign royalty. Apparently, some of the restrictions were winked at. Whether they all were is a separate question.
