A loud explosion in Manila Bay this morning signaled the beginning of construction on "The Concrete Battleship", the island of El Fraile.
In a series of blasts, the island will be leveled, following which installation will begin on two twin 320mm cannon turrets, and a single triple 155mm turret, beginning in the fourth quarter of this year.

Generale Carlos Galindo, Fuerza Aerea Filipinas Jefe and Magistrado of the Filipino Armed Forces, yesterday handed down sentences in the court-martial of the officers involved in the "Groundhog Day Incident".
Capitan Antonio Azuela of the
Luzon was found Not Guilty of "Undue Hazarding of a Filipino Warship" and "Failure to Properly Identify a Target". He was found guilty of "Failure to Properly Engage an Enemy", was relieved of command of the now "Harbour Defense Vessel-Manila"
Luzon, and prohibited from holding any command for a period of one year.
Capitan de Corbeta Ramon Santil of the destroyer escort
Indomido was found guilty of all charges ("Failure to Properly Engage an Enemy", "Failure to Obey Orders of a Superior Officer", and "Cowardice in the Face of the Enemy"). He is reduced in rank to Teniente, and sentenced to one years' confinement in the Gaol de Corregidor.
Capitan de Corbeta Juan Ortega of the
Insidioso had the charge of "Failure to Properly Engage an Enemy" withdrawn, and was found Not Guilty of "Cowardice in the Face of the Enemy". He was convicted of "Failure to Question Possibly Improper Actions of a Superior Officer", and a stern reprimand will be placed in his file.
