Iberia's missing tonnage.....

Does this sound fair, bear in mind this buildingtakes place between LA's last quarterly report and Q4,1926 (16 Quarters)

Proposed Usage for Iberian “Missing” Tonnage of 39.9 IP or 399,000 tons.

Proposed Ship Building -
1 – 4 x “Inigo Montoya” class CA’s
10,800 tons each = 43,200 tons = 4.32 IP
2 – 5 x “Trade Wind” class CE’s
8,000 tons each = 40,000 tons = 4.0 IP
3 – 6 x “Idea” Class Cl’s
5,750 tons each = 34,5 tons = 3.45 IP

Proposed Ship Refits/Rebuilds –
1 – Rebuild (50%) of the “Carlos V” class BB’s
4 x 12,000 tons each = 48,000 tons = 4.8 IP
2 – Refit (25%) of the “Portugal” class BB’s
4 x 8,000 tons each = 32,000 tons – 3.2 IP

Proposed Infrastructure Developement –
1 – 1 New Factory = 10 IP
2 – Development of San Hainando as Far East base.
Port town of SANYA, southern tip of island
1 x Type 3 Drydock = 4 IP
1 x Type 2 Drydock = 3 IP
1 x Type 1 Drydock = 2 IP
Harbour Defences = 10,000 tons = 1 IP

Totals =
Building = 116,200 tons = 11.77 IP
Re-Builds = 80,000 tons = 8 IP
Infrastructure = 20 IP

Grand Total = 39.77 IP

(Close enough, I think!)

Well aside from the rebuilds it looks fine to me. I don't recall what the Iberian battle line looked like so I'd kinda like to see what I (Atlantis) should worry about.
