Actually, the time to construct the small submarines of the SC-1 type is only 4.4 months, Germany has been building them at approximately half rate to keep their neighbors from being too worried (and because I didn't notice the part in the infrastructure rules about build rates for ships between 200 and 499 tons).

Heh, you do that too huh? The curse of having a large infrastructure, its easy to spook the neighbours with your building programs! Just look at Stuart's plans in France and Russia from time to time.

In Germany's case, with submarines, everyone else seems overly concerned, so let's not spook the herd..... :)
