I think it might make more sense to build the small carrier, then after getting some knowledge about how they work, build the larger carrier yourself.

I will take this advice I think, and build my second carrier in 2 or 3 years

That's the plan that Germany intends to use: build/refit a training carrier; see how it works; then, maybe, build a real carrier or two.
