I agree with you, Hooman.
Still, we could go for the 0.75 hullstrength, but we would need to determine a speed modifier. Maybe multiply the destroyer's speed by 1.1 or 1.15. I think that 1.2 would be too much. The multiplier could be determined by the size of the vessel.
In case of the next design, the simmed speed of the destroyer is 32 knots, but the actual speed would be 32 *1.1 = 35.2 knots. It's best to add this speed directly below (or behind) the sim speed. This way, the destroyer's most important feature would be kept.
1.15 gives us 36.8 knots and using 1.2 will result in a speed of 38.4 knots.
