I want to rebuild the predreadnought
Manila into a Part 3, G, II icebreaker. Is this permissible under the CT rules or will she still be counted as a capital ship?
(Also, is a torpedo bulkhead/enhanced underwater protection
de rigeur for IBs in which case I'd be better off building a new ship?...)
