Persia is willing to accept Germany as a mediator and hold talks concerning the current Persian-Azeri tensions as well as holding talks with Russia and Azerbaijan regarding the Caspian sea but we wonder how this concerns Turkey?

Somewhere along the Astara River

The MTB´s Jarahi and Mand were traveling up river as fast as they could along the tricky river to help drag the Arpachay off the sandbank on which she was stuck. Not that either ship commander was very happy with the mission feeling like fish in a barrel and where their main weapons would be use less.

Approaching the site were the Arpachay was reported to be the jarahi skipper was looking the see if could see were the artillery was supposed to be when a midshipman shouted: Aircraft!
-Yeah I see him ,looking at the lone Boarhound circling over the artillery position
- Over there skipper! turning around he saw at least a dozen aircraft rapidly approaching from the Azeri side, getting his Zeiss binoculars he could see a swarm of Azeri R-5´s and B.534´s closing in on the stuck ship, as he was watching three B.534´s peeled off heading for the Jarahi and Mand.

- 180 turn, man the guns and keep them away!
The crew started spraying fire in the general direction of the Azeri aircraft while both MTB´s were heading as fast as they could towards the sea.

Meanwhile the Azeri R-5´s were repeatedly hitting the Arpachay turning it into burning scrap while others were dispensing propaganda leaflets along the shore. A lot of Persians were firing their rifles towards the aircraft but it would have taken a miracle to seriously damage any of them.

Morning: The Azeri government issues a public statement saying "The capture of the Arpachay and the execution(1) of her crew represents a grave affront to Azeri sovereignty and our national honor. We will no longer stand aside idly as our fellow citizens are murdered and our flag trampled beneath the Persian jackboot."

Afternoon: Twenty-four Avia B.534s and twelve Polikarpov R-5 light bombers left their bases in central Azerbaijan with orders to destroy the Arpachay before the Persians could refloat her and induct her into Persian service.

Evening: The Azeri government announces the successful termination of the destruction of the gunboat Arpachay, and demands that the Persian government hand over the soldiers who executed the Azeri crew, for trial on charges of murder and piracy.

(1) Azerbaijan still has no information that the crew survived.

Official Statement by the Imperial government

The attack by a mass of aircraft against Persian territory is another reckless act by the Azeri government and despite this act of war Persia is willing to give peace talks a chance. The Imperial Government has ordered the captured crew members to be released to the British autorities in In Iraq for transport to Azerbaijan with the exception of the two captured saboteurs which will face a military tribunal for espionage and preparations for inciting an uprising. The SAVAK has received a full confession and the suspects are facing between 25 years to lifetime sentence of hard labor.

.....ditto for India. As stated before both Persia and Azerbaijan share borders with Turkey. If roles were reversed I'm sure Persia would most certainly be concerned if Azerbaijan and Turkey were at odds.

The orriginal reason for setting up talks was to discuss the current tentions, if border discussions are going to take place it makes sence for Turkey to be involved as well to make significant progress in releaving tentions in the region.

Romania does express regret at not being able to host the conference on Middle Eastern Affairs, but is grateful for the support it did receive from certain nations. Foreign Minister, Nicolae Titulescu did especially note the favorable Russian response and our view of Russia has changed somewhat (hated to neutral). The Foreign Minister was overheard mentioning that if nothing else comes of this, we now have respect for the Russian government.

His Majesty's government, is hoping that the current near hostilities begin to die down before things spiral out of control and half the world due to the current system of alliances becomes involved in this meaningless quarrel.

In Turkeys veiw, Romania would have posed a convenient location as it is close enough to allow for short travel for the delegates thereby resolving the issue more quickly.

However Germany is representative of a neutral country with much clout and respectability. Either nation should present an opertunity for both party's to resolve their issues.

If needed Turkey can act as host to the conference led by either Romania or Germany, in an effort to start the talks as soon as possible.

June 2nd

Due to the destruction of much evidence with the destruction of the RGB Arpachay, the Martial court only found them guilty on a reduced number of charges and sentenced both to ten years of hard labor.

The Airforce Commander Lt. General Khorsavani today presented the newly formed 1st and 2nd Fighter Wing and the 1st Bomber-Transport Wing with colors. The 1st B_T Wing will operate a number of routes connecting major Persian cities in peace time while the 1st Fighter Wing is the former independent 1st and 2nd Fighter Squadrons.

It is expected that the IDC will soon issue an RfP for fighters to replace the Alleppey Aeronautics Sikara I and RfP´s for pure transports and bombers.

Official Byzantean reply:
Byzantium unfortunately has not offered to host talks, nor would it accept Persian or Indian delegates political stunts aimed at stalling peace talks and insulting nations who have not involved themselves in Persian or Armenian/Azeri affairs. We will not be drawn into their attempts at marginalizing the Turks, whom we enjoy fair relations with.

Official Turkish responce:

Our recomendation was not made to the Indian government who has no business dictating affairs in the region, and their effort aimed at stalling talks aimed at peace is noted with reguards to how to deal with future Turko-Indian relations.

Official Statement

Since most of the participating parties has been mislead about the location of the proposed talks Persia will await an official German proposal for location but must warn that it has no intention of being part of an Turkish media circus whose only apparent goal is to score cheap political points.
Persia must also once again object to the inclusion of Turkey in these talks as they have so far shown no inclination to lessen tensions in the region and are not directly involved in any of the matters on the agenda. Persia will of course not send an delegation to a country that has again and again threatened Persia with war and sworn to shoot Persian "rif-raff" on sight.

Since the Byzantines have decided to be obstacles to peace in the Caspian Sea region, rather than seeing the opportunity to show off their fair city to the world, the site of talks will be changed to Vienna. The thought had been that Byzantium was sufficiently neutral and centrally located to make a good meeting spot, but apparently not.
