Sir, It is unfortunate that the current domestic situation prevents me from travelling to San Francisco. I shall be kept informed of the events through our Iberian friends and should hope to arrive at the conference as soon as the domestic situation allows. If I am unable, it is likely that our Naval Attaché in Washington shall attend in my stead.
