Generally speaking that is correct. One can also use a shell with a lesser charge for a more lobbing effect so long as you can elevate the barrel sufficiently to take advantage.
Assuming that you can, as you say, elevate the barrel sufficiently AND that the weapon has propellent in small enough increments to allow it. Guns often don't have the ability to vary their charge, while it's common in howitzers.

But it was a design feature of the same time frame 25pdr, and certainly makes sense for mountain pieces. It's also the route the Dutch explored when considering a 360mm gun, trading a bit of long range ToT for more deck penetration.
