The Patina class depot ships are intended to support large-scale fleet deployments to areas without pre-existing port facilities. This could include Iberia's American or Asian territories in scenarios where enemy action has rendered existing bases untenable. It could also include friendly but undeveloped territory visited in the course of a fleet lunge to the Confederation's outliers.
