If the Bulgarian government is in agreement with this we ask the Russian and Lithuanian government if they would be in agreement with Romanian medical staff proceeding north to aid the League Task Force. Should either government wish to place observers on the Romanian cars to ensure they are only unarmed medical staff, we agree with that as well.
Also, the offer of all the oil the Task Force needs is still there, and for the first 6 months the costs will be paid for by the Romanian government.
