A general overview of the major exercises and operations being undertaken during Q4/1948 by the VMF Rossii. This list is not exhaustive. I reserve the right to make changes as necessary based on ongoing in-game activities.

Baltic Fleet
-- Operational Exercise of Special Designation Pioner (Pioneer): 13th Destroyer Flotilla (Special Assignments Command) under P. Kozyukhin participating in extended multinational naval exercise with German Navy in Baltic Sea. Large Rocket Ship Admiral Kolchak (Morozov) joins Pioner effective April 30th. (Exercise Ongoing)
-- Exercise Veruyushchiy (Believer): Baltic Fleet under V. Tributs conducts three-stage readiness maneuvers in the Gulf of Finland and the Baltic Sea.
-- Exercise Noyabr' v Tallinne (November in Tallinn): Baltic Sea light forces conduct training exercises (minelaying, minesweeping, and patrol) in the Gulf of Finland.
-- Operation Bel'ye (Linen): Ships of 1st Guard Ship Flotilla and shore-based aircraft hunt for friendly and foreign submarines in the Gulf of Finland as part of a snap ASW training program.
-- Icebreakers begin operation toward the end of the year.

Black Sea Fleet
-- Exercise Gideon-4: OG Pluton under F. Oktyabrsky conducts sea training across November, totalling 25 days at sea.
-- Exercise Zebra: OG Nika under S. Gorshkov (6th Cruiser Squadron) conducts joint training exercises with the Bulgarian Navy during November, returning to Sevastopol by November 25th after twenty days at sea.
-- Exercise Pole (Field): OG Nika under S. Gorshkov (12th Cruiser Squadron) conducts joint training exercises with the Greek Navy during December in the region of the Dodecanese, returning to Sevastopol by November 25th after twenty days at sea.

Northern Fleet
-- Exercise Rubin-7: OG Afina (2nd Cruiser Squadron and part of 9th Destroyer Flotilla), Counter Admiral L. Vladimirsky commanding, returns from port calls in Atlantis, USA, and Brazil. A port call is made in Lisbon on the return voyage. OG Afina returns to Murmansk on December 1st after 141 days at sea.
-- Exercise Rubin-8: OG Jove under G. Levchenko (1st, 3rd, and 4th Battle Squadrons, 1st Battlecruiser Squadron, 1st, 5th, and 16th Cruiser Squadrons, and other supporting vessels) conducts maneuvers and gunnery drill in the Norwegian Sea between October 4th and October 31st. Vlast wins the Northern Fleet Gunnery Banner for capital ships, while Peresvet wins it for the cruisers.
-- Operation Ovrag (Ravine): Icebreaker Admiral Nebogatov and reserve icebreaker Sibir, returning from the Pacific, are frozen in winter sea ice in the southern Kara Sea. Icebreaker Admiral Felkerzam leaves for the Kara Sea to aid the two ships, but this proves unnecessary when Admiral Nebogatov is able to free himself after six days trapped in ice, and then frees Sibir one day later. The three icebreakers rendenzvous and return without further incident to Murmansk.
-- Exercise Kholodnoye Leto (Cold Summer): 11th Submarine Flotilla (half-strength) conducts training (part of working-up period) in the Atlantic Ocean between October and December, transiting the Faroes Gap and sailing as far south as 40N. Flotilla returns to Barents Sea by December 12th.
-- Exercise Chernyy Repriz (Black Reprise): 9th Destroyer Flotilla conducts port call to Trondheim.
-- Guardships Tugarin and Mikula Selyaninovich on patrol in Norweigian and Barents Seas, taking weather readings and oceanographic observations near the edge of the polar icepack.

Pacific Fleet
-- Exercise Makharashtra: OG Tserera under Admiral I. Yumashev leaves Petropavlovsk and conducts cruise as far south as 35N and 165E for various training exercises. Group returns to Petropavlovsk in December after spending 68 days at sea.
-- Exercise Tasmaniya: 4th Destroyer Flotilla under Counter Admiral S. Kosimtsev conducts cruise and port visits to United States western seaboard, making port calls at Anchorage, Juneau, Seattle, Portland, San Francisco, Los Angeles, and San Diego. All six ships make port calls, but not all ships call at the same ports.
-- Operation Palavan: Torpedo Cruiser Perekop (Cam Ranh Bay) returns from Taiwan Strait (off Kaohsiung) after observing maritime traffic for intelligence-gathering purposes.

Other
-- Sail training ship Nadezhda arrives in December 1948 in Vladivostok after extensive voyage through the Indian and Pacific Oceans.

General Notes for this Sim Report
I made some modest updates to the order of battle. Up until this quarter, the OOB for the amphibious forces listed only the Krokodil-class landing ships. The existing Alligator and Caiman-class ships were absent from the list. Further, I'd noted that each of the four main fleets (Baltic, Northern, Black, and Pacific) each had six Krokodils. This could not, in fact, be correct, as Russia only built eighteen of these vessels, not twenty-four. Therefore, I removed the Krokodils from the Pacific Fleet, and placed half of the missing Alligators there. The others are located in threes in the Black and Baltic Fleets. I scattered the eight Caimans (the large Russian LSTs) in groups of two for each of the four major fleets.

Continuing with comments on the amphibious fleets, intelligence-gathering bodies will pick up rumors that the Kapitan Kazarsky-class large landing ships are ultimately bound for the Northern Fleet, where they will replace Caimans. The Kazarsky class has significantly more seaworthiness in addition to better operational radius. The displaced Caimans will be moved to either the Baltic or Black Sea Fleets, where they can be more appropriately used for native conditions.

It is longstanding Russian tradition to pair two strike-heavy carriers with a smaller fighter-heavy carrier. Currently, the two freshly-completed Reval-class aviation cruisers are in separate oceans: Reval is in Murmansk, and Kerch is in Vladivostok, along with Afonskoye, the pair's intended fighter carrier, which was sent out due to the tensions with China. It was always Russia's intent to deploy these new carriers with the Northern Fleet, with Kerch eventually coming out to Murmansk. For the time being, Kerch and Afonskoye will remain in the Pacific (along with the ancient Strashniy) where they are deemed sufficient counter to the blob of mediocre Chinese carriers; Reval shall remain in the Northern Fleet unless concern continues to grow vis-a-vis China. If Reval eventually goes to the Pacific, most intelligence-gathering bodies should put solid money on the VMF Rossii ALSO deploying a strong force of modern cruisers and destroyers to join the Pacific Fleet, as the Pacific Fleet tends to be lacking in modern surface combatants.
