Another reqeust of the moderators

We now have five treaties of note - CT, FAR, SAINT, SANTA, SATSUMA - plus whatever documentation is public for AANM.

Would it be possible to stick these documents in a "Treaties" section or something similar? It'd be good to keep them in one place, and then we don't have a bunch of things stuck to the top of the "Meeting Place" and "News" sections.
