Um, I'd presumed that it was just equal to the aggregate tonnage produced per year.

For instance:
- 1 factory = 4,000 tons max stockpile
- 2 factories = 8,000 tons max stockpile

- 5 factories = 20,000 tons max stockpile

The only potential for abuse I can see would have been when Clieto was in effect*, or "saving" for when a tech is acceptable.

Currently, I don't see a big potential for abuse, and the remaining time frame is too short to play games with timelines.


*Example would have been waiting for permissable laydown dates on battlewagons and "saving" enough up so you could just build full speed on a bunch of them.

Well I'm fine with no tonnage ceiling, like Kirk said I doubt there is enough time to take a stockpile and use it for some nefarious project.

Frankly I don't see what the fuss is about, or why the rule is in place. You still can only build so much tonnage, and ships are still limited by building time and slip numbers. So you can either get them now or later. Stockpiling just pushes them back, and really only helps the smaller countries. I am completely in favor of eliminating the rule completely.

Well, there seems to be more acceptance of raising the cap rather than doing away with the rule altogether. Since the discussion seems to be winding down, let me call for a vote.
