Philippine Assessment of Diplomatic Relations, December 1941

Argentina – Friendly if distant relations are maintained. The Philippines looks upon Argentina as sharing a common bond in throwing off the shackles of Iberian colonialism, but realizes that current politics can overwhelm such.

Armenia – No significant diplomatic exchanges.

Atlantis – Friendly if distant relations are maintained. While a semi-colonial power, Atlantis is not viewed as a European colonial power – a technical but to the Philippines and important distinction.

Australia – Friendly if distant relations are maintained; while an outpost of British imperialism, the two nations have cooperated in the past in Antarctic research.

Azerbaijan – No significant diplomatic exchanges.

Brazil – Friendly if distant relations are maintained. The antipathy of the Brazilian crown towards Iberia has always been a factor, but Brazil’s continuing confrontations in Gran Uruguay limits its horizons.

Bulgaria – Friendly if distant relations are maintained.

Byzantium – Friendly if distant relations are maintained. .

Canada – Correct relations are maintained, but the Philippines is heartened by the continuing Canadian stance against Chinese expansion; the Philippines hopes that relations can be improved.

Chile – Friendly relations are maintained and their improvement cultivated; Chile has been supportive of the Philippines in the past and it is hoped that relations will improve.

China – Formal diplomatic relations have been restored as required by treaty, however they are coldly formal.

Colombia – Friendly if distant relations are maintained.

Czechoslovakia – Relations are formal and correct; Czech neutrality is seen as a boon.

Denmark – Relations are formal and correct; the Danes are seen as good neutral trading partners.

France – Friendly if distant relations are maintained. At the moment, France is seen the arbiter of the peace settlement between China and the Philippines.

Germany – Distant relations are maintained. Germany’s reversal of its prior friendship is seen as an unfriendly act.

Greece – Friendly if distant relations are maintained.

Hungary – Relations are formal and correct; Hungarian neutrality is seen as a boon.

Iberia – Relations are formal and correct. As the former colonial power Iberia is sometimes seen as a threat, sometimes as an older mentor.

India – Relations are formal and correct. India failed to support the Philippines in its confrontation with China, which is seen as a betrayal.

Ireland – Relations are formal and correct.

Italy – Relations are formal and correct.

Japan – Relations are formal and correct. Formerly allied in SATSUMA, the two nations have parted the ways.

Latvia – No significant diplomatic exchanges.

Lithuania – No significant diplomatic exchanges.

Luxembourg – No significant diplomatic exchanges.

Mexico – Friendly if distant relations are maintained. Mexico was supportive of the Philippines in its confrontation with China and such support is well remembered.

Netherlands and Belgium – Relations are correct and formal; the Philippines hopes to cultivate better relations with the Netherlands and in particular its colonies in the East Indies.

Nordmark – Relations are formal and correct.

Persia – Relations are formal and correct.

Peru – Relations are formal and correct.

Poland – Relations are formal and correct.

Romania Relations are formal and correct.

Russia – Relations are formal and correct.

South Africa Empire – Relations are formal and correct.

Switzerland – Relations are formal and correct; Swiss neutrality is seen as a boon.

Thailand – Relations are formal and correct.

Turkey – Relations are formal and correct.

United Kingdom – Relations are friendly if distant; the outstanding differences between Britain and China over Hong Kong encourage certain elements of the Philippine Government, while others are fearful of British intentions as a major colonial power.

United States - Relations are friendly if somewhat wary. The strong relationship between the Philippines and the United States was worn under the Long Administration, and it remains to be seen how the Wilkie Administration will proceed in Asian affairs. Its opposition of Chinese and Japanese expansionism is seen as a hopeful sign.

Yugoslavia – Relations are formal and correct.
