The lack of true escorts for the capital ships of the Filipino Navy was the main reasoning for the decision to make these ships a priority of the fleet. Two were proposed to be built immediately in Japan with two more in the plans for the year after.

The Japanese designed CLAA were considered too expensive to be constructed to support secondary mission ships so a local shorter ranged ship was designed. These ships main task was to be assigned to coastal defense and escort units. First units were laid down during the second part of 1937.
