Although the extra production is theoretically spread over the entire year, it may only be allocated during the final quarter of the year, and is not subject to the 1.5 industrial material pts/projects/quarter limit on building or upgrading infrastructure.

... so if I am not mistake, I can add the 2.8 points to the factory, but this can only be done in Q4.
