I think that the third and fourth sets of missing reports are for 1941, not 1940. Right?

While I agree that we could move forward, doing so without making good the tardy sim reports is not fair to the player-base.

Some players have been out-of-touch for considerable periods with explainable cause; others have not. Also, there have been new players for major nations. I believe that those who have a backlog need to make progress before we move forward, otherwise they will never have a chance to make good their deficits.
