After it was decided, that the CI-32L will be put out of service, the CADO (Chinese Army Design Office) investigated the possibility of another use of these vehicles.
On the other side there was the requirement of a self propelled anti-tank gun, a so called "tank hunter", so the TH-1 was born.
It was decided to build first 5 test vehicles before the first batch will be ordered.
