RfP Design Competition: Light Cruiser

Latvia wants a light cruiser.

Minimum design specifications are below

Tonnage under 7,500 tons.
Equipped with a minimum of 6 guns of at least 6''
Equipped with a minimum of 8 torpedo tubes
Equipped with a secondary of at least 12 100 mm guns in twin mounts (Russian, use automatic feature)
Armour at least 3.5'' thick on the belt and 2.5'' thick on the deck.
Equipped with an anti-aircraft battery of 37 mm guns
A speed of at least 32 knots
A reasonable amount of misc. weight set aside as a construction reserve
