Emilia-class

I was just glancing through old French sim reports and spotted a patrol boat design which was unfamiliar to me: the Emilia-class. After a bit more research, I found that sixteen of these vessels showed up in the 1928 and 1929 sim reports, but never appeared in the encyclopedia.

Unless there are any objections, I am adding these vessels to the French encyclopedia tonight.

I have additionally applied names to the Audaciaux-class destroyers, the Gallant-class destroyers, the Le Terrible-class destroyers, Seine-class corvettes, the Meuse-class corvettes, and the Zephir-class sloops.
