Is this a consensus then?
Germany has a number of vessels that were laid down by my predecessors that have “X-tons reserved for radar”; some of these have been completed, and others are approaching completion. Can it be presumed that their baseline radar systems have been installed at or prior to completion? My predecessors, it seems, did not feel it necessary to specify whether a particular ship had been completed with its radars or not; heretofore, I have not considered it necessary to do so. However, given the recent attention to the question of radar refits, and their implications as to cost, I would like to have a consensus of opinion either way – so that all of us players (and there are many in the same position I believe) proceed along the same lines.
