Petrograd Post, 12 April 1940
RF Ministry of Oil announce that construction has begun on oil loading facility at Petrograd suburb of Primorsk. According to Ministry press release, this site was chosen because of its proximity to several railroad lines. This development was justified by noting that oil tanker sizes and capacities are growing rapidly, so delays in loading cargoes have significant financial impact.

(OOC:, yeah, I know I never announced its start, but its about time for some of it to be complete!)
