I think too high block coefficient. In real-Bayan at the sizes of 137x17.5x6.7 meters displacement was 7330 tons.
For tower cruiser with linearly elevated towers, I think we should increase the length of the hull to 150 - 160 meters. :)

Getting close to a full battlecruiser with that one! Add another turret and boost the speed to 27 knots and she'd be a full-blooded BC.

Cross-decking aside, I'd say she's a pretty good match for Invincible as is and would destroy any other "armoured cruiser" quite handily.

User's Guide is correct, but that's pretty clearly the main deck, not a raised forecastle. Dreadnought had a very long raised forecastle, but it was under 40% of the ship's length. This ship has 65% of the deck length at that height, so it's the main deck, and C Turret is on a low quarterdeck. So one raised turret, not two.
