In October 1939 the administrative responsibility for oversight of civil aviation in Germany was transferred from the former Air Ministry (Reichsluftfahrtministerium ) to the Ministry of Transport, which organised the Central Administration for Civil Aviation (Hauptverwaltung der Zivilen Luftfahrt ) to undertake the task of developing and maintaining aviation standards, certifying airlines, airports and civil aviation schools, as well as undertaking the investigation of aircraft accidents.

It is responsible for maintaining the national civil airways system, which in 1940 included: eighteen all-weather illuminated airports equipped with Lorenz blind landing systems; thirty-eight Aircraft Direction Finding beacons; and thirty-eight wireless control stations.

Deutsche Lufthansa is the national air carrier of Germany, providing both domestic and international services using a variety of modern air transport aircraft of German manufacture, including the famous Junkers Ju 52/3m trimotor and the graceful Focke Wulf Fw200 Condor. It was founded in 1926 through the merger of Deutsche Aero Lloyd and Junkers Luftverkehr. The nominal capital of the company is set at 25,000,000 Reichsmarks, of which the German government holds forty percent, with a dominant voice in the management of the firm.
