The Kobe Protocal


1) Germany was at fault with the loss of the Cruiser Augsburg.

2) Germany has no ships under its control that Japan wants as a replacement of the said ship.

3) Germany will give use of 3 factories for a time period from January 1921 to January 1928.

4) Germany will give use of 2 factories for a time period from January 1928 to January 1932.

5) Japan will ask for no more vessels of the Germany High Seas Fleet or Reichsmarine.

6) The Treaty of Versiles is hearby ammended by these two parties to represent this protocal.
