Request for Proposal: Civil Air Transports

Yugoslav Aero Transport, the national flag carrier of the Kingdom of Yugoslavia, has issued a Request for Proposals for new air transport equipment to the major aeronautical companies of the world.

Requirement (minimum): Twin engine all metal monoplane, cruising speed 360 km/hr, crew of 3 and 14 passengers or 2000 kg cargo, range with normal payload 1,000 km.

Projected initial orders for eight aircraft with deliveries commencing 90 days from contract award.

Submit proposals to JAT, Belgrade-Dojno Polje, Attn: M. Milankovic via letter or by cable to JATAeroProcurement

CC&F/Burnelli Aviation can submit the UB-14 design (either stock, or to accomodate larger engines for higher cruising speed), and also notes the projected successor to the design, the CBY-3

Lockheed submits the (historical) Lockheed Model 14 Super Electra, which meets or exceeds all requested parameters (in range, by a LOT, allowing for the cargo capacity to be increased).

Chile will submit the Constelación Condor. However, it's with the understanding that the Condor doesn't really fit the RFP specs, being too slow by a fairly significant amount, and the current Serie-1 is not all-aluminum. It's made for rough-field STOL, and speed was deemed of secondary importance...

Only one British product fits the bill;

De Havilland D.H.95 Flamingo; this private venture design first flew on 23 December 1937. This all-metal high-wing airliner can carry 17 passengers and a crew of three/ four. Designed for economical operation it is capable of operation from rough strips with limited facilities.

Orders so far are; Guernsey & Jersey Airways Ltd (2), Imperial Airways (BOAC) (17), Scottish Airways (3), Railway Air Services Ltd (4), British European Airways (22).

Dimensions; 70/ 51.7/ 15.3/ 651 sq ft; 2x 930hp Bristol Perseus XVI; max speed 243mph; range 1,345 miles and service ceiling 20,900ft.

Second question - how far along in development is the Pratt and Whitney Twin Wasp? Since a P-43 is showing up at Cordoba in 1939, I presume that bu 1939 it is available - how much earlier? OTL Model 18s with PW 1830s commenced deliveries in 1938.

The R-1830 was first run historically in 1932, and the R-2000 variant has been in service on Mexican Do-24s for several years, so the R-1830 is available.

Decision and Contract Award

Having evaluated all offers, Yugoslav Aero Transport awards a contract to the Lockheed Aircraft Company of Burbank, California calling for the delivery of ten Lockheed Model 14-08 Super Electra aircraft, specifying the 1200hp Pratt and Whitney R-1830-S1C3-G engine as powerplant.

JAT also announced that it had also taken up early delivery options for ten examples of the Lockheed firm's Model 18 Lodestar, selecting the 18-08 variant for its needs. The Model 18-08 shares a common powerplant with the Model 14-08.

The JAT contract calls for the first two aircraft to be delivered in the autumn of 1937, with the remaining aircraft to be in service by spring 1938.

The Yugoslav Defense Ministry has entered into negotiations with the Lockheed Company for the supply of its Model 212 twin-engine aircrew trainer - a variant of the Model 12 Electra Junior powered by the 450hp Pratt and Whitney R-985-AN Wasp.

The Pratt and Whitney Engine Company of Bridgeport, Connecticut, has received inquiries from the Yugoslav Defense Ministry pertaining the purchase of supplies of both R-895 and R-1830 engines and the possible license manufacture of its engines by Industria Motora Rakovica of Belgrade.

Yugoslavia has not yet reviewed its airlift requirements. However, the design has excellent merits, and inter-operability is always of benefit. I foresee that in the near future the Yugoslav Air Staff will be in contact with their Polish counterparts regarding this issue.
