In viewing the general scheme of things, military, particularly naval, technology is more advance than in the OTL. Is there a particuar mechanism by which this is controlled?

It seems to me that everyone is pretty much well adhering to about a few years advance of the OTL, keeping in mind the technical limitations their nation's infrastructure can support (for example, Peru cannot build an Andrea Doria-class carrier. Trust me I've already inquired about it).
