Well, the SAE could probably do that BUT it won´t help - the RSAN still stuggles to replenish losses from the ABS war (Yes, still!) while trying to build at least some units that can compete with what the rest of WWs super-powers are building (super-BBs and mega-carrier, though the latter the SAE cannot pay for, actually).
Build up of many small units and running that war according to our very costly repair rules has allowed former class mates like Atlantis and others to stear ahead in infrastructure and fleet size. Today the SAE is lacking 1-2 factories compared to these. Lacking these would normally have meant larger, more modern fleet but the ABS war put an end to that idea. Result: The SAE has fallen down some ranks and cannot build such CAs for the Dutch. :o( Sorry.
